In this article, the author describes the Korean VAT regime and its recent development as regards electronic commerce (e-commerce). The author analyses the new rules as regards e-commerce laid down by the Presidential Decree of 28 February 2007, which provides clarity on how the existing VAT rules must be applied to, predominantly, small business entities engaged in mail order transactions through the Internet.
