The Closer Economic Partnership Agreement (CEPA) is the first free trade agreement entered into by China since acceding to the WTO. The agreement, which took effect on 1 January 2004, is seen as a catalyst for increased economic cooperation and integration between Hong Kong and China. The authors detail the tariff concessions contained in the agreement and the procedures involved for obtaining such concessions.
