New anti-treaty shopping measures

The South Korean government recently has revised the tax laws related to income taxation of international transactions. The revisions are purported to counter the improper use of double taxation agreements entered into by South Korea. The authors analyse the recent changes, namely the "substance over form" rule and new withholding requirements.
