Following the successful introduction of state VAT, which covers only part of all transactions, India has been preparing the changeover to a comprehensive GST regime. The process of introducing GST is, however, hampered by several obstacles. In this article, the author traces India’s road to GST against the background of the country’s federal structure. He also presents the salient features of the proposed GST system.
