This article summarizes the presentation on the EU Interest Savings Directive (Seminar C) at the 2008 IFA Congress in Brussels, which was a collective effort of academics, bankers, international and EU officials, all of whom are tax professionals. The presentation consisted of a summary of the objectives and mechanics of the Directive, a survey of its shortcomings, and some proposals for improvement formulated by policymakers and individuals in private business charged with the daily implementation of the Directive. In addition to discussing these aspects of the Directive, the article examines the European Commission's findings and proposals for reform and ends with a critical appraisal of the whole operation of the Directive to date.
