The final report of the Advisory Panel on Canada's System of International Taxation, which was released in December 2008, lists 17 main recommendations, together with ancillary recommendations and suggestions, for improving Canada's international tax system. The Panel made specific recommendations regarding the taxation of outbound and inbound direct investment; non-resident withholding taxes; and administration, compliance and the legislative process. The Panel also discussed topics to which the Canadian government should give further consideration. This article examines the Panel's final report and its recommendations.
