The European Commission has proposed and the Council of Ministers has adopted guidelines for advance pricing agreemnets (APAs) in the European Union, with the aim of rendering the APA process more efficient and expedient, and encouraging the use of APAs in the European Union. This article discusses the contents of these proposed guidelines and their potential impact on taxpayers.
