Strengthening Domestic Revenue Mobilisation in Ethiopia through the BEPS Assessment Tool

This week, marked an important milestone in IBFD's partnership with Ethiopia: the formal handover of the BEPS Assessment Tool (B.A.T.) Report to the Ministry of Revenues and the Ministry of Finance in Addis Ababa, Ethiopia. The IBFD was represented by Professor Dr. Victor van Kommer, Capacity Building & Tailored Services and Executive Board, and Mr. Birhanu Tadesse Daba, Principal Associate.

During the two-day discussions held on 21–22 July 2026, senior management and officials  from the Ministry of Revenues, the Ministry of Finance, and IBFD discussed the assessment’s key findings and recommendations, and implementation mechanisms. The assessment forms part of a broader capacity development programme aimed at strengthening the country's ability to address increasingly complex cross-border tax challenges.

At the closing session, H.E. Mrs. Aynalem Nigussie, Minister of Revenues, reaffirmed the Government of Ethiopia’s commitment to implementing the report’s recommendations and recognised the contribution of international cooperation in enhancing domestic revenue mobilisation.

Professor Dr. Victor van Kommer, Director of IBFD Capacity Building and Tailored Services, underscored the importance of knowledge transfer and institutional capacity building in helping tax administrations respond to the rapidly evolving international tax landscape.

What makes this initiative particularly meaningful is that it represents more than an assessment. It reflects a shared commitment to building sustainable institutions, enhancing tax technical expertise, and equipping tax administrations to address increasingly complex cross-border tax challenges.

Developed by IBFD in partnership with GIZ, the BEPS Assessment Tool (B.A.T.) helps countries identify BEPS risks, prioritise reforms, and strengthen tax policy, administration, and institutional capacity.
