1-minute read
At their 15–16 October 2025 meeting in Washington, D.C., G20 finance ministers reaffirmed their commitment to resolving outstanding issues in the global minimum tax framework under Pillar Two.
Key takeaways from the meeting are:
- Pillar Two: members reaffirmed their commitment to constructively engage to resolve concerns and ensure fair treatment of substance-based tax incentives, aiming to stabilize the international tax system;
- international tax cooperation: members vowed to continue to support the OECD/G20 Inclusive Framework's phased, evidence-based approach to global mobility and its impact on tax policy, inequality, and growth; and
- UN Framework Convention: G20 members pledged to support ongoing negotiations, aiming to build on existing efforts and avoid duplication.
Looking ahead, members anticipate the 2026 PCT Tax and Development Conference in Tokyo and the OECD's upcoming report on simplifying tax to foster certainty and growth.
