In 2015, the OECD released the final reports of the BEPS (Base Erosion and Profit Shifting) Project. Since then, the reports have been heavily debated in the international tax community and the countries involved in the BEPS Project are preparing themselves to implement the recommendations of the final reports that are suitable for their countries. 


From the outset, China has been a non-OECD member country heavily involved in the Project. As the largest developing country in the world, China is an important partner of the Project and has made a unique contribution.
However, in anticipation of the implementation of the recommended BEPS measures, many questions remain, such as:
  • How will the BEPS Project actually impact China?
  • How should we look at the new “SAT Gong Gao [2016] No.42 on new reporting obligations and transfer pricing documentation”?
  • Which challenges will be faced by taxpayers and the tax administration?
  • Is this the end of tax planning for multinationals?
  • What will the tax compliance cost(s) be for the tax administration and taxpayers as a result of the BEPS Project, in relation to country-by-country reporting, for example?
The 7th International Tax Lecture will provide a platform for discussion and for more clarification from tax experts, as well as insights from SAT officials. As an independent and not-for-profit leading international tax organization, IBFD will uphold its mission of disseminating international tax knowledge and offer the opportunity to learn and share views for free. The tax lecture is a half-day event and the detailed programme will be sent out in August 2016.
