Richard Parry has been Head of the Global Relations Division in the OECD’s Centre for Tax Policy and Administration since 2001. He acts as a bridge between the OECD and developing countries and emerging economies on tax issues, assisting in the globalization of international standards in taxation ensuring, for example, that the BEPS Project reflects the perspectives of countries beyond the OECD membership. He is also responsible for the OECD’s Global Relations Programme in taxation, which through 50+ events a year delivered on a global basis, provides a platform for 100+ countries to take part in a global dialogue and develop solutions in tax policy and administration.
Previously, Richard spent 15 years as a Senior Inspector of Taxes in the UK Inland Revenue, leading teams on international tax issues, including transfer pricing. He has a PhD in African Development and Resistance to Colonialism from Queen’s University in Kingston, Canada.
