Hans Mooij, LLM, has spent almost a lifetime working in international tax, at virtually every level – policy, administration, advisory, litigation and academic. Since he started his own private consultancy practice in 2007, he has been focusing mostly on dispute prevention and resolution, including mediation and arbitration.
He draws from his vast experience as Dutch competent authority in tax treaty matters and prime litigator for the Dutch government in international tax cases for the Dutch Supreme Court and European Court of Justice. He has been the Dutch representative to the OECD Working Party No. 1 on the OECD Model Income Tax Convention and member of its Steering Group. He has also worked as a consultant to the OECD, United Nations and IMF.
Over the years, he has fulfilled many teaching assignments at leading academic institutions in the Netherlands and elsewhere. He chairs the global TRIBUTE initiative for international tax dispute resolution, having made substantial contributions to the preparation of both the arbitration piece under the MLI and the EU Directive on double tax dispute resolution.
