The CapaBuild project has been developed by IBFD and its partners to establish local centres of excellence, so-called Tax Academies, within the revenue authorities of developing countries.

The project is funded by a tripartite partnership consisting of the Ministry of Foreign Affairs of the Netherlands, business and IBFD. The vehicle for processing the project is a Dutch foundation called IBFD CapaBuild. All parties involved in the project contribute not only financially, but also with their particular knowledge and other resources.

The aim of IBFD CapaBuild is to strengthen the overall tax knowledge proposition of existing Tax Academies, or to establish new ones, so that the capabilities of revenue authorities will increase in order to mobilize own tax revenues and thereby enhance country development.

The foundation has formed a supervisory board (Raad van toezicht), which will be responsible for supervising and advising the board on various matters concerning CapaBuild’s policy and the execution thereof. The members of the supervisory board are Attiya Waris (University of Nairobi and Tax Justice Network), Gitte Heij (University of Melbourne) and Theo Groeneveld (Dutch Supreme Court).

Remuneration policy: Members of the supervisory board will receive only reimbursement of costs and so-called vacatiegeld. Remuneration of the board will be set by the supervisory board (i.e. prior approval of the supervisory board is required).
