IBFD’s Government Consultancy Department (GCD) provides technical assistance, advice and training on tax matters and organizational issues to governments and tax administrations worldwide. The scope of its work covers a wide range of policy, legislative and administrative issues.

GCD is active in countries all over the world, such as China, Kuwait, Poland, Uganda, etc. Its tax expertise covers the following areas:

• Tax and customs policy
• Drafting of primary and secondary legislation, and implementation and training
• Tax administration management and systems (process redesign, change and cultural management, restructuring tax administrations, strategic and operating planning, forms design, etc.)
• Applied aspects of tax administrations (tax compliance, tax auditing, collection, appeal procedures, taxpayer communication and services, etc.)
• Internal integrity

We approach a consulting assignment by focussing on specific and unique needs of the project beneficiary. Every single consultancy service is exclusively tailored to the client requirements. Therefore, we put together a team of selected experts most suitable to the tasks set out in the terms of references. The involvement of permanent IBFD staff members ensures consistency in technical assistance and continuity of project management. It also enables us to provide after-sales support to the clients.
Since the GCD provides technical assistance and consultancy services to the public sector, any conflict of interest with private clients is avoided.

Entering into consortia with cross-border operating firms enables us to provide services in multidisciplinary projects. Our consortia are temporary cooperation partnerships. The GCD forms a consortium on an ad-hoc basis responding to expertise requirements, as set out in the terms of references.

GCD built up a number of permanent relationships with firms providing complementary services to our curriculum. These alliances allow us in becoming an overall expertise centre that provides consultancy in the field of international taxation and covers technical, legal, managerial and organizational aspects.
